Time now to have Space Trafic control

Its high time we have Space Traffic control similar to Air Traffic control which regulates the movements of aeroplanes in air and on ground.

Recently there was a mid-space(not air!) collision between two satellites, from USA and Russia.

Thank god cold war is ended or else there would have been a threat of the third world war between these two countries.

I was watching a clip in CNN on this news and the picture of our world surrounded by 6000 satellites was shown there. I found our planet earth is dompletely covered with satellite bees.

I am told satellites once launched remained in space till their systems malfunction and fall on earth as debris. Also it is known that this particular incident is first of its kind. But it shows that it may not be the last. So the question comes who will control them- some type of space traffic control agency? Under whose guidance they will work? UN? Is the later capable of enforcing control on states?

Are we heading for one centrally governed planet to avert such disasters?
What do you think?
